West Central Arkansas Planning and Development District is the administrator for the Southwest Central Regional Solid Waste Management District (SWCRSWMD). WCAPDD prepared the SWCRSWMD Solid Waste Management Plan which provides a comprehensive management blueprint for the members of the solid waste management district. West Central provides the administrative staff and services to the Board of the SWCRSWMD. These services include coordination and participation in carrying out the marketing and implementation of the District's recycling activities. WCAPDD solid waste management staff also assists the member counties and cities with solid waste hauler permits.
WCAPDD is actively involved in the planning and management activities associated with the requirements of operating a regional solid waste management system. The Southwest Central Regional Solid Waste Management District (SWCRSWMD), which includes Clark, Garland, and Hot Spring counties, has established the state's first regional material recoveries facility (MRF). This facility serves to cooperatively recycle and market recyclable items on a regional basis. The MRF is located in the city of Hot Springs. Currently, the facility collects and recycles aluminum, newsprint, clear glass, cardboard. This facility and its' activities are being utilized to move toward the District's goal of reducing the total waste stream and increasing the opportunities for recycling in the District thereby assisting in improving the quality of life for our current and future residents. WCAPDD will continue to work in conjunction with State and Federal agencies to ensure compliance with applicable environmental legislation.
